Maybe it ain't going ta work in your car.
"Then they only work if I have headlights on.." < so clear, is this suppose to mean headlights on they work normal, like turn signals ?
If yes you have a mismatch between the LED signal set plug and the car's plug you are trying to connect to.
Look at the stock (removed) signal set, make a note of the plug pin locations & compare the two. See if you can spot a difference .
If this sounds complicated, do as catus_kid suggest .
Plug & play sells a lot of stuff, should read "plug & play most of the time, but not always"
It is the electrical equivalent of "Bolts right on"
