I have enhanced security package on my 2021 Premium. It has a locking steering column and console along with locking wheel lugs. You may the same option. Don't believe its limited to premium only.

That has been the case since at least 2013. First time I noticed it on my 2013 I thought something broke - I had parked the car and hit the lock with the door open and then remembered I needed something in the console. I was trying to open it and then recalled that it made a "click" from that area when I locked the door so hit the unlock and was able to get in to it.

I didn't have the enhanced security package on that car.

Personally I wish the glove box would lock with the car as well.
