When I look at the tires they offer for each, 20 inch rims will always offer a thicker tire. So what are the real downsides of buying 20" rims?

What do you mean by thicker? Taller aspect ratio, wider?

Cons:
Heavier. More expensive. Lower profile tires which means you take a hit with ride comfort without any kind of performance gain.

Pros:
Some people think they look better because they fill out the wells and arches.

A 20"x9.5" Interlagos will be heavier than a 19"x9.5" Interlagos.

A 20"x9.5" Interlagos will be lighter than a 19"x9.5" Ford PP wheel.

You can only compare like with like.

A 28" tall by 315mm wide 20" tire will weigh less than a 28" tall by 315mm wide 19" tire of the same make and model.

Make sure you know what you are comparing.

The same size tires from two different brands can weigh significantly more or less. Size is not the only factor, kevlar belted tires generally weigh less than steel belted tires for example but that is not the only factor.
