That looks like someone with a ring got in the car. I assume the paint is guard. The best you can do is a slow application of Ford paint match and clear mixed together. Or use Dr paintchip.

Someone with good touch-up skills and matching touch-up paint could fix that pretty easily. The touch-up paint from the Ford dealer is usually a good match and doesn't need a clear-coat on top to match.

Needs a good airbrush guy. Need to pull the rubber away, lightly sand & paint, clear, polish/blend. Try local high quality paint shops or shops that do restoration work on classic cars.
