They have done it before and it would not surprise me for them to do it again, my 5.6 Chrysler had a tax £5 dearer than a 3 litre diesel when I bought it, £215 the next year they decide to put that up to £405 and it just kept going up from thereThe government can't spend months keep changing legislation on road tax. It will likely stay like this for another 5-10 years at least. Also, you can't retrospectively apply it.
