If he is looking at the Phase 2 upgrade, that means he already has the Phase 1 installed..........plus when done by authorized dealerships, the car power plant is warrantied by Roush, and serviced by Ford dealerships. Where do you get the mediocre performance comment from? Do you have any experienced with the Roushcharged vehicles? Just so you know, they are considered to be one of the most reliable systems.
