Adding lights

I’m in Northern California and have hit dear before in my other cars and would like to try avoiding this again. Can anyone tell me if adding lights to the front is legal or not. I Was thinking about a lightbar behind the grill?

I have used it for over 2 years in my C7. Knock on wood but I've never come close to hitting a deer or any animal. I've seen deer on the side of the road look up at me and run into the woods as I'm approaching. And I live in an area with a huge deer population. I can only go by personal experience.
