3m tape interior

I bought a cellphone mount for use in my new car, it has one of those suction cup mounts, however, I don't really like it anywhere from my windshield, feels either too far from my view[main reason for the mount is using my phone as a nav screen/secondary speedo] or it blocks a large portion of my sight. It comes with a mounting plastic piece, that has 3M tape under it, would this tape damage my dash at all if I mounted it to the plastic between the vents above the stereo?

This is what I figured. I guess I will need to find another mount for my phone. This one was cheap, and does the job so well for holding the phone at any angle I want, but the windshield is just too small for anything to hang down from it. The rear view mirror blocks off like 15% of my view already lol.
