3 inch exhaust cutouts help

Has anyone used a 3 inch exhaust cutout like this one to help reduce startup noise? Before I buy an exhaust I want to make sure it's possible to do this without having it as an exit type of exhaust, I want it to act like an active exhaust switch. I want the thermal R&D exhaust then headers but only headers if I can do this. 2015 mustang gt premium

A cutout won't reduce start up noise. Closed it will sound the same, and open it will be louder.
