When I switch from 20 inch rims to 17inch drags with radials will it mess with my timing and shift points?

Not if they are the same diameter as your street tires. That said, the drag radials may expand (grow in diameter due to centrifugal force) at speed more than the street tires so you may want to talk to the manufacturer about that.
