I do believe the Procharger is a bolt on as you can install it with no modification to the existing car, remove it, and be completely stock again...

Except for the tune you'll need to keep you from kabooming your engine.

You need a tune without a restricted intake...and last I checked that was still considered a bolt-on...not sure where your beef is or why it matters.
