2015 5.0 starting issue caused by welding

This is my first time posting on this forum so I’m not really used to how this works but my issue first started when I took the car to the body shop he done everything and it had to accident on the right passenger side in the front so he welded the Frame rail and I think he didn’t plug the battery out or something because now the vehicle doesn’t start every time I wanna start it I press the start button my foot is on the clutch and break. The light turns green and it stays solid when I press the button , then no crank I’ll just see a little click and it’s not from the start of battery. I change the starter and I’ve changed the battery I’ve changed the ECU program. The whole wire harness, and the only way the vehicle starts is if I actually go under the car and jump the starter and then it cranks over and starts and then it has no power steering. The only thing I have is the BCM and I got a guy to come look at it and he said that he wouldn’t be able to program a new BCM because it might damage it so he’s not gonna programming until we find out what the issue is.
