I've experienced this. When I first moved to CA many years ago, I drove a heavily modified 2001 Mustang. It passed SMOG with flying colors, but failed the "visual" inspection. I couldn't afford to put the car back to stock so I just drove around with NV plates for 5 years.

The difference between the base model and the high end SS model cosmetically is a slightly different front facia, hood vents, and a spoiler. What you see in these pictures is basically what all 2016 Camaro's will look like.

Mine are on the way, except in yellow. I really like the look of the car with that back side window covered up, reminds me of older muscle cars.
I passed on the lower side scoops though, those things look horrible and barely match the lines of the car.

Now if you had an Ecoboost thats a different story. I forget the numbers but its a more drastic drop in power.
My exhaust ended up being louder than expected, and damn do I love it. Trick is to just be smart. When I see a cop I just pop the car in neutral and try to coast, or I put the car in "rain/snow" mode. In rain mode the throttle is restricted and reduces the noise quite a bit.
Keep in mind if they have enough probable cause to pull you over they will have enough probable cause to inspect the car for non-CARB parts. If you refuse to pop the hood the officer CAN have the car towed to the impound lot and inspect it there. If they find non-CARB parts you're on the hook...
I went searching definitive answers on this a few months back. What I found is if you fix the items on the "fix-it" ticket and have an official sign off you still have to go to court and pay the court fees. BUT you have the option to pay the ticket in full and not change a thing.

At this time there are no CAI's that are CARB legal, and from the sounds of it not many...
