I personally do not like it when they increase your RPM limit.
I'm not tuning expert.
With that said, I don't feel that raising the cars intended RPM limit is safe without supporting mods. You need to consider your OPG, dampers and other things associated with increasing RPM limits...
On N/A motors, 14 on partial load is normal. However if your car was 14 at WOT, your car would be too lean and you should be worried. Cars run lean at partial throttle for efficiency/environmental reasons.
