Give your dealership a call and ask. I know the Ford Fusions had issues with their black wheels peeling and they were swapping them out with new ones. And on the bright side, your wheels are black so it's easy enough to touch up until you are ready to go aftermarket.

Have you tried spraying a quick detailer or spray wax on there, lightly agitate it and see if it wipes off? Even a little vineger might do the trick. If that doesn't do a thing, I would first try a clay bar before you do a polish. I'm sure that's a small spot, so you should able to work it...

Why is that? I used a magic eraser on my wife's car because there were some light scratches I couldn't clean out and a quick pass of that with light pressure did the trick. If the eraser removes what the OP wants and he follows up with a polish after, I see no issues.
