Post up a picture if you can. If you have a direct shot to apply paint to the chipped spot, I see no reason why you couldn't lightly apply it. Now if you are applying so much that you fill the PPF part as well, then that may not work out so great.

What about roughing up where the bead sits to prevent slippage? Not sure if you could take a wire wheel to it or what, but that is one way to minimize slip.

I personally would avoid boostane unless you 100% need it. A good 91 tune is better than no tune and PBD are very good at what they do. So, do the E65 tune as mentioned and toss 91 in from time to time.

What size tire? It looks like you are stretching it out a little, which could possibly put more focus on the outer part of the tires vs the inner part. I'd bet that has more to do with it vs tire pressure.

I think either will look great, but I'd probably go brushed black chrome.
