basically, yes. not only a bumper, then the premium black textured insert. and paint. and I think I have heard that they are on backorder...could be wrong. a guy on here installed an rtr diffuser on a base bumper...and I think a few have done other aftermarket ones. not an easy task to say the least
theres a ton of threads about this, but ill save you the searching. non premium is a 1 piece bumper. premium is a 2 piece. not interchangeable, and not easy to make a non into a premium. you would literally have to cut your non premium apart, make mounting points, and attach the premium piece to it.

ive gotten my 800+rwhp 04 to hook decently with the nitto nt05r, got them because a buddy of mine that frequently does dig runs on the street has had really good luck with them and they still are a streetable tire. no track experience, but they are a nice option.

from my experience on a 800+rwhp twin screw street car, stay away from the 555r. they are pieces of junk as compared to similar tires. the best ive used was the nt05r, and second would be the toyo proxyes r888. m/t makes a good tire as well, my buddy runs them at 700rwhp and is happy.
