They will charge you based on how annoyed they are that they have to do the work. If they do it at all, I'd be prepared for multiple hours of a standard dealership labor rate.
What you're looking for I don't think you'll find without a change in turbo. Even if the car is tuned and there is a small bump up top, it will still drop off at the same rate as the entire rev range has gained power. The power loss is a characteristic of the turbo, not the tune.

With meth and straight E85 you're knock resistance is a lot higher. Also, not all tuners can or will tune for ethanol/ethanol blends so choose your tuner wisely.
