Virginia state laws are some of the most draconian/ridiculous in the nation. It is a pretty part of the country and I (mostly) enjoyed living there, but some of their laws are just asinine.

Download 2.2 to a flash drive, plug it into car, and wait 20 mins. Same way as other updates. I don't have a link to 2.2. Perhaps someone else has it and is willing to share.

I am no QNX guru, but considering QNX is the platform on which all current Sync software is built (regardless of vehicle), that sounds like bogus reason to fix your Mustang. I am pretty certain they could at least get you back to v2.2. Now there *could* be a hardware fault within the camera or...

I have to agree with ahl395 and beefcake. Add up the total cost of full bolt-ons, and you are just shy of getting your foot in the FI door. The thing is, you never get enough power. You can max out the bolt-ons and that will keep you happy for a while...but then you will start craving...

It is tempting to compare yours with another Whippled car, but you can't make direct comparisons without knowing mods on the other car. If the other car has a bigger throttle body, fuel injectors, smaller pulley, headers...any those will obviously boost power.

Dyno testing at another shop wouldn't prove or disprove anything. A dyno test only shows how a particular vehicle did on a particular day, on that particular dyno. If you test the same vehicle on a different dyno, then comparing those results is less informative than comparing two of the same...
