Car was delivered brand new in May 2019. But it was travelling to Europe over the winter. Who knows, what all happened then. Wipers could have been also turned on frozen and therefore jumped over one notch. Don't know about the fuse.

Yes, I can lift the wipers in REST position without them touching the hood edge. Gap approx 5 mm.

From the pictures: Your driver's side blade rests almost on the edge of black glass area. Mine rests a bit lower. This supports your theory.
