I agree in this situation its most likely a scam. I have sold a car on ebay in the past to a guy out of state and he paid me through Paypal. We split the fees (about $300 per person) and the transaction worked out great. In the future I would rather just meet in person and get a certified check...
Camber doesn't effect tire wear that drastically, its the toe that does. I think the OP should get his alignment checked. Also tire pressure has a large effect on tire wear so it depends where the tire is more worn to determine if pressure had an effect.

I would use painters tape. Less than $15 and it works great. It looks dumb but who cares. Its only for a short drive back.
