That style of torque wrench is easy to take apart, clean, grease up and put back togegther. You can calibrate it yourself if you have a good quality pull type scale and a lot of patience or you should be able to take somewhere and have them calibrate it for you.

I doubt that you can change it. Those digital gauges come with 4 part numbers, MPH with standard transmission, MPH with auto transmission, KPH with standard transmission and KPH with auto transmission. So without getting a different gauge cluster Forscan won't be able to make the change you want.
