The rubber piece control air flow. It creates a high pressure area at the front of the car to force air to go through the grill to the radiator. Drive a bottom feeder car ( corvettes like the c4 and c5 are good examples) without that little air damn and the car will over heat in a hurry.

I have had both a 13 gt and a 15 gt. Both felt slightly more powerful in the mid range on 91-93. I also track my gas milage and i always get better mpgs on 93, not by alot but can be upto an 1 mpg or more sometimes.

My best mpg average for my 13 and 15 mustang gt's have been 28.3 but I my 13 had a better over all mpg average. Look up Fleeger on fuelly and it's all there.
Have you tired installing the stock tune then going back to the revised one? Also you cannot have any thing open that is read by the computer while loading tunes. I thought I bricked mine 13 because it did exactly like yours is now and it was because I had the hood open while loading the tune.
