The Gurney flat was not necessarily "stolen".
The Gurney flap comes with the handling package.
The handling package includes adjustable front strut top mounts (2) and a Gurney flap which are both dealer installed... it adds $850.00 to the sticker.
If you don't order the handling package, there are just four fasteners plugging the holes.

You're right! I actually discovered that as I got home and checked my own window sticker and realized it didn't have the "handling pack". Yet somehow came with the gurney flap. I also don't have the camber plates (which I knew I shouldn't, because again no handling pack).

You can buy the Ford Performance Gurney flap, or buy an aftermarket one.
A friend sold me his aftermarket one and I installed it.
I didn't want to adjust the camber and increase tire wear:
