If I were trying to solve this problem on my car, I'd repeat what I did when I changed the coolant. Take the whole undertray off, clean off any crap that's accumulated on top of it, and put it back together with as many new fasteners as needed. It's an hour or so to take off (more than 20 screws and some push-pins) and it's a bit of a trick to get the front edge of the splitter out of it's clips, but once it's apart, it's easy to see what new parts you need to put it back in perfect shape.How do I replace these (before the splitter flies off)?
What I learned from taking mine off is that the splitter and undertray are a lot tougher than they look. Scratches and gouges don't matter and all the screws, clipnuts and rivets are easily replaced. It was a revelation.
