Alright I just ordered a new engine harness from PBH after they confirmed it's what I was looking for. We'll see how it goes when it comes time to reconnect everything... if anything, at least I'll have a fresh harness for the car before digging in further to verify timing components.
I may try to get an engine harness from PBH to hopefully rule out as much wiring issues as possible for myself. Levittown Ford let me order one on backorder but there is no ETA but if that eventually arrives, I will keep as a backup.

Lund had mentioned after I asked again about what they think could be going on. Timing appears to be good from a high level but there's something else going on which could be assembly...
So this first screenshot is VCT1 and VCT2 intake. These seem to match.
This one is VCT1 and VCT2 exhaust. These do not match, like VCT2 exhaust goes offline or something.
I’ll try to look over the logs I had sent Lund last month to see if I can find the VCT operations you’re referencing.
i do have an extra set of new timing related stuff in cause we do have to tear down into the engine. Was hoping it would be an “easier” fix before taking that route.
Is there anything in a log that would specifically point to a phaser being the issue? I’ll ask my shop to replace all the VCT solenoids first though.

Hmm alright, looks like just finding a good spot to mount it around the front frame/bumper area with a bracket. I was mocking up a few spots but then I wasn't sure if the pump had to be at certain angles or had to be level/above the oil pan for drainage and residual oil.
