I suggest you browse through the Detailing Forum, and specifically @DFB5.0 's sticky at the top.

So long as I clean my wheels within a couple days after a track weekend, my GoTo cleaner is Meguiar's Ultimate Wheel Cleaner. I've tried a few and this one cleans the easiest and fastest. Let soak 5 minutes, give it a scrub with Wheel Woolie, and then rinse off with the hose in the grass. It does not harm a painted finish.

If dirt or brake dust has etched into your wheel finish, then you will want something more aggressive, but I'd get expert @DFB5.0 's opinion first.

If you are cleaning them regularily, and especially if you have some sort of sealant or ceramic coating, then just wash them with normal car wash soap. These are gentler on the wheel and the human doing the job.

A good middle ground is P&S Brake Buster. I like this because it has high lubrication, foams really well (if that is your thing), and doubles as a tyre cleaner as well. You can dilute it if needed, although its will be more effective when used neat if extra cleaning power is required.

If you need to cut through a lot of brake dust, then something like NV Purge is the best I've found. This has an iron remover and will turn red/purple as it reacts with the iron fallout from your brakes. However, like most of these iron-removing wheel cleaners, they stink. I'd also look at Armour Detail Supply Wheel Cleaner, it does a similar job but doesn't have as much stench.

As for tools and method, some light reading for you -
