From what I remember it changes the aspect ratio based on rpm and load. So you get the low end quick spool of a small turbo and the top end of of a big turbo.

I think I read that the newer Cummins Dodge Rams have this style of turbo.

I remember the 997 Turbos were the first gasoline cars to use them, I imagine Porsche still uses them now (?). They aren't used on most gasoline vehicles because the EGTs are too high if I remember correctly.

I think you're right.

As with most things though there is a compromise trying to get the best of both.

After being around cars for quite sometime now I've learned to keep things as simple as possible. It's more fun, less expensive and typically gives you less headaches.

Just my opinion though!
