Seems to me your neighbor did what he thought was best. Your fence is clearly not on his property, and had nothing to do where you put your fence. You caused the problem you have by placement location of your fence. Your neighbor has just as much right to put their fence the way they want it as you do.
If it bothers you so much that grass will grow between the fences, just spray and but a bed of leaves on top when you rake your yard.
I guess this is why I live in the country. Don't need to deal with neighbors I don't like.
