I'm guessing: a mistake (by Ford).

Either someone mistyping the planned price or some idiot thinking nobody would buy a CS if they could buy just the spoiler.

Fortunately, You can get clones unpainted or painted in any Mustang color for cheap on eBay (TheSpoilerCompany, I think). A forum member bought one for a convertible and found out it didn't fit a convertible trunk due to different curvature of the trunk panel. But IIRC he said it was well made and would have kept it if he had a coupe. Should be easy to find his review here with search.

Yes as if you would be replacing one bad one. I am sorry I do not have information on this.
