Very High Idle

Hey guys, I used the search button and couldn't find my exact situation but I'm in the process of getting tuned right now and I've gone through a couple revisions but wasn't able to get my problem solved. My car idles very high whenever the RPM's pass 1k. At neutral, I would blip the throttle and the rpms climbed up to 2k and stayed there. I'm only able to get the rpms to drop back down to base idle (750) by almost stalling the car at a stop. I'm also running very rich (9 at idle) Messeged my tuner about the AFRs. How should I go about the idle? Thanks in advance!

Is it running rich, or are your fuel trims indicating a rich condition? Meaning positive fuel trims? I'd be looking for a vacuum leak first, then possibly an O2 sensor problem after that
