does the USB port below the infotainment center have the same power as the USB port in the armrest?

I had my Android connected to the USB port in the armrest to charge while on BT streaming Pandora and Waze. after 2 hours, my battery life went down 60%. the charging icon appeared on my phone but wasnt charging that fast?

I found that both USB ports don't supply enough power to charge my HTC One M9. I use a 2 amp car charger and plug it in next to the USB port, it changes super fast while streaming Pandora or music from my library.

Console USB port should be 2.1A. Don't know what the armrest one is rated at, but it is less.
