I wouldn't trust driving my Mustang on a tire with a patch that close to the sidewall. I would rather spend $ on a new tire and have piece of mind. If I spend 40k on a car then I can afford to spend $300 on a new tire and not risk hitting a pothole and getting a blowout. I don't think the tire shop was trying to rip you off as it's illegal for them to patch anything within a certain distance of the sidewall. My Uncle is ASE certified and my cousin owned a shop for many years and they wouldn't repair a tire in that location either. They have always taught me to not take chances with tires because that's what keeps your car planted on the road especially with performance cars.
