This is a funny subject and comical when countries with significant Non Tariff Barriers (NTB) that by far overshadow actual fiscal tariffs, who have USA as their biggest trading partner, e.g like Canada @ 85% of exports to USA, spend all energy to push back against fair, free and reciprocal trade, as well as all others.
You know you're getting ripped off when you demand the counterparty deal with reciprocal terms and that party has a tantrum pretending to be the big boy in the room.
5 year olds in the play ground would settle this discussion in minutes.
Most will come to their senses after borrowing huge amounts of money to had out welfare to "protect" their citizens, like Canada.
Fair, free and reciprocal trade is the only path, at least between the G20 and OECD37 nations.
