Been watching my boost gauge. It looks to me like the turbo is programmed to go up to 10 psi ASAP, and then ramps to 18 psi proportionally to engine speed.
Is this what everyone else is observing as well?
I suppose Ford would do this for a linear power feel. However, if I was at the helm, it would go to 18 psi right away and hold it through the rev range.

Yup.. that is the Stock tune. it limits the torque at the low end. get a tune and it will make boost throughout the RPM range.

I got more than 10psi on the stock tune. I also got more than 18psi. Lol

I had this happen too. Even on my OTS Cobb tune when it gets warmer out it peaks at 23-24 as opposed to 21-22 when temps drop. The tune is adjusting to meet certain requirements. Stock ECU does the same which would explain why you'll see different boost values. Basically the way I see it is they are load based tunes so boost will always vary based on conditions.
