I am not certain if I understand the position to which you are referring, but if you mean along the midline of the bumper with the base mounted above the foglight, there doesn't seem to be enough surface area to mount it there.

I would put it in the location where the base mounts for the sturdiest bond. Of course, I prefer the middle, so my opinion is not worth much :)
yeah midline of bumper above the foglight. craig already told me it wouldn't fit there. i'm asking if anyone knows a way to put ANY mount there without drilling in case i change my mind

Nothing that is commercially available will fit. There is not enough surface area.

I'm still kinda iffy about the adhesive. It will be fine if your car is not a DD and also if your in a place where you only deal with rain. But where I am we deal with snow, slush, and salt also its going to be a DD. Maybe an extreme test regarding these elements?
I have used the previous versions of the bracket, admittedly without a 3M adhesive, through all kinds of weather conditions, as my previous Mustangs, like this one, are daily drivers.

It certainly could be the case that extreme weather conditions could affect the bond. However, just like other automotive parts that use automotive tape (spoilers, emblems), they seem to stand up OK in most cases.

I just received mine today, so I have already placed the bracket holder on the front bumper. I've got some photos here, and of course, there are photos on Craig's website.
So I've done some research about these VHB tapes and this is what I got.

on this document they tested it with solvent and fuel resistance for the percentage of adhesive retention.

Man these tapes are hardcore. Just google it there is alot of info on these VHB tapes and also youtube has a lot of video test, like truck tug of war and train pulling its coach.
