GPS systems use GMT (ska Universal coordinated time). It is the local device that converts to the local time zone, and a lot of times that is done by the location where the device is.

We have several auto-setting clocks that don't set correctly due to the many changes by the gov't for DST. It all depends on the software in the device.

(Guess that was answered in between refreshes).
