EU requires every car to have reflective vest for each passenger (not allowed to stay in the car if it breaks down), a reflective warning triangle (put out if car is stopped) and authorized 1st aid kit (1st aid is part of driver's ed--kits have exp dates on them). Some countries also require a fire extinguisher.
Tools, cables, etc. are driver's discretion.
