What do I need to do so the rear bumper cover fits tight in this location? Is some sort of clip broken? TIA

Not trying to be a smart ass- but have you pressed on it to see if it will push back in? There's a series of clips that attach the cover. You can pull the trunk carpet back and see down from the inside if any are broken or missing.

My passenger side has a slight wave to it. Similar to but not as pronounced as yours. I pulled the trunk panel because it wouldn't push back in from the outside. All the clips were in place and secure. It just is what it is, at least in my case.

You’re in luck. I have my rear bumper off of my car at the moment. Here are pics of the bumper tabs that clip into the locking brackets which are mounted to the car.

Yes, I have pressed on it. When I pressed on it until it was flush it doesn't clip in.

Thanks for the pics.

It’s possible the tabs on your bumper or the locking tabs bolted to your rear quarter panels could be broken. Remove the one screw in the inner fender well and then just pull out on the bumper to release it from the locking tabs and have a look to see if anything is amiss.

Looks like it's sitting back just a bit. You could loosen the screw where it goes through the tip and try to push it forward while tightening the screw. If that doesn't work, you may need a new bracket, or the place on the bumper that snaps into the bracket may be torn.
