Question for those who have installed new seat covers.

I just finished up installing Roush Seat covers, they look great. When I took the seat cover off the passenger seat bottom, I noticed this on the frame, the baby blue plastic thing, it has like an air cushion or gel cushion and some jute padding on it, my driver side frame didn't have it. Is that normal? Also the passenger head rest was different, had a groove with a softer foam in the middle.
