$700 in labor for springs and spacers seems to be a bit steep, but I really have no idea.

That's a lot. I'd keep shopping.....any reputable auto shop could do the job. don't need a performance shop.

I agree, I'm surprised. Their labor has been pretty well priced most of the times I've been there.
