I'm pretty confident that there is more than just order dates that get factored into your entering the build process. Part availability depending on options chosen, etc.
It's like going out to dinner with a big group and one person orders a complex item that slows down the whole table. I suspect my inclusion of navigation will be my hold up, as suppliers who make MFT may not be in a big hurry to fulfill orders if their contract has been canceled because of sync3.

Is it a crap shoot on who gets a VIN and who does not? What role does allocation play in this? Are you better ordering from a high volume mustang dealership? This is frustrating.

I suspect that all the orders are indexed against what's coming in from suppliers. Two identical cars ordered a week apart *should* be built in the order they were received. However, if one options NAV and one doesn't and there are no NAV units to put in the car, it will wait until the know they'll have one for that car. The number one thing to avoid is having a half built car on the line that requires a part they don't have on hand.
As I understand allocation, a dealer can order whatever they want, but they are allotted a certain amount of (in this case) Mustangs that they will get per some period of time (quarterly, monthly, etc?). If they place the order but don't have the allotment they have to wait until they do. Basically a max number of orders that a dealer can place based upon the dealer itself. This isn't something that a dealer has no idea about, and they are able to tell you if they have allotment prior to you ordering the car; if they choose to lie to you, that's a whole other discussion.
