Brand new, direct from the supplier! Bought these at a local surplus auction here in Michigan. These may actually be pre-production prototypes, but I can't tell any differences other than maybe slightly lighter colored font?
Can send detailed pictures of a specific one if requested, but they're obviously all identical.
