Hopefully you already know this and have read the Wiki but it really doesn't matter how many priority 10s there are.

The priority code only comes into play to determine order scheduling at the dealership level. This may not be true for the "special" 01-09 codes however.

For example, lets say dealer A has no allocations and seven priority 10 orders. Dealer B has four allocations and four orders with varied priorities, 20, 22, 27, and 31. Assuming there are no parts constraints that apply to any of the orders, all of the dealer B orders will be scheduled before the dealer A orders. In fact, all dealers with allocations, regardless of their order priority numbers, will have orders scheduled before dealer A. Once all allocations are considered, dealer A may get one or more of his orders scheduled IF there are still parts available and there are remaining scheduling slots available. Again, priority codes 01-09 may not be affected by allocations, but Ford has never confirmed or denied it.
