Model Year End Incentives

I was on the FordPartner.com site and was curious what the incentives were for the 2014 vs 2015 Mustang. For the 2015, there is the current $500 offer, but for MY 2014 there is $3,500.

Is this common practice for the end of a model year or is this higher than normal because they're trying to move the 2014s? If this is normal, when do these rebates typically become available? Once the new model shows up at dealers?

It's not uncommon to deeply discount outgoing models. Especially at the end of the year.
