I used this on my old mustang except i made them out of spark plug anti fouler spacers. I think the hole is 14mm (i may be wrong).

all it does it trick the O2 sensors into thinking there is more air and it wont throw a deficiency code.

Best thing you can do is get your tuner to turn off your 02 sensors. If you have to pass emissions it'll do it, but you have to take the tune off and let the ECM reset. Drive it like a grandma for a little and then get it inspected.

With my old one i passed doing exactly that.

My tuner can turn off my rear O2's, but for inspection, my computer will read "not ready" because there is no signal coming from the sensors.

I cleared the code via my SCT tuner, but is a proper Ford drive cycle necessary? Or can I drive let's say, 50 miles, to make all systems "ready?" (After the fouler trick)

50 miles? Sorry but it's not going to be that easy. Everying listed must be met.

So all of these steps must be done consecutively, with no breaks?

For example, none of the monitors will read ready just from regular driving and NOT following the steps exactly?

In other words, can the test be done in parts?

Yes the test can be done in parts over a period of time. And in no particular order. But I've known guys that have driven 800+ miles that still hadn't been able to get all of them set. The easiest way to know is to download an app called Torque and use some sort of blue tooth device to monitor them. I'm sure NY is the same as CT and you can only have only one monitor show up N/A. One of the reasons I got rid of my 2011 a few months ago was because I couldn't register my car because i couldn't pass emissions. That was with ARH longtubes and a catted x-pipe.
