Is attaching the rear plate something I can do?

So my car doesn’t have any rear holes drilled for the rear plate. There are little indents and the bag of screws in the trunk. Is this something I should have the dealer do or is it something I can do?

Screw the licence plate frame to those 2 indents. It is 1 minute job.
Pop the license into license plate frame.
