How to remove this piece?

bird poop landed here; leaving a bad stain :/

I have the front end off. Has anyone removed or replaced this piece? I am trying to remove with plastic trim tools but, they're on pretty tight and I am worried if I apply too much force, I'll break the surrounding plastic.

Any input is appreciated

Would be nice to see pics of the other side of that bumper. There must be clips/bolts fixing the plastic in there.
