I'm also interested in a way to make the car pass emissions with off-road headers. I am in Virginia, and turning the o2 sensors off would result in an automatic fail.

Back in my s2000 days, we had a cat-delete "test-pipe" which made it so the o2 sensor was pulled out a bit from the exhaust flow. This kept the car from throwing check engine codes, and I always passed emissions tests with it.
That's exactly how I got my 08 Bullitt to pass emissions here in IL. We're not allowed to have the rear sensors turned off in the tune either.

Just search eBay for some O2 foulers and have your tuner turn the rear O2 sensors back on and you should be good to go.

***edit---these are the ones I used

The ones I linked can be installed a couple different ways. Either with the 90, the straight extension, or the both. I bet they'd work no problem and if not, they're pretty cheap.

$440 for header install at very popular mustang shop in fort mill sc called pro dyno. Locally (about hr and half away from prodyno is where I live) we've seen about 550 but haven't really called around yet

Good deal. I'm less than an hour from there. I may just pay to have them installed for that amount. Thought it would be $700+. In that case I'd do it myself. For $440 it may not be worth the headache doing it in my garage.

I believe my rear O2's are still on and I have no check engine light.... will double check this.

$1k including headers+exhaust+installation? if soo then damnnnnn.
haha i wish. I'm getting a disgusting price on the full system so id still save money but these clowns here wanna charge 5-600 for the headers then 300 for the catback. so I'm going to make them install the headers put the factory catback on then just do the rest myself
