hanging emergency brake causing rear driver side caliper do not fully release

2016 ecoboost, manual, 72,000 mi.
Had the car in for servicing which included caliper disassembly and had the slides greased and upon getting it back I noticed that the emergency brake handle had a lot of slack in it and had to be raised very high to lock the rear wheels. When it was released I was getting a sensation that there might be a brake dragging on the rear wheel so after a long drive I felt the temperature on both and the driver side wheel apparently has a hanging break that will not fully release.
Had an indie take a look at it and he said because of corrosion the driver side caliper piston would not retract completely causeing the pad to rub lightly on the rotor.
They played with it and got a bit of the slack out of it but that particular caliper would not adjust to where it should be apparently and so there's fix is to pull a caliper and replace both sides both left and right Wheels with new calipers.
Cost around $700.
The visual report shows the calipers pretty corroded so I understand why things might not be moving freely.
New parts rather than rebuilding old a better way to go?

There is a bolt under the frame that you can use to tighten the emergency brake.

I had a similar issue where I had to lift the brake very high to engage and was quoted I needed a new caliper, smh.

Since the issue started AFTER the service which did not discover any issues take it back may have been reassembled incorrectly by some kid.Likely they botched the electronic brake aspect.

In the trans tunnel underbody close to trans while on a lift you need a 10 mm deep socket and about 2' of extensions with car on hoist tighten to barely snug with brake handle down.
